2 We Must Develop a Profound Understanding of the Policies and Decisions of the Central Government and the Situation Faced by Water Conservancy in the 13^th Five-year Plan Period

The 13^th Five-year Plan period is crucial for building a moderately prosperous society in a comprehensive way.We must develop an accurate understanding of the situation faced by water conservancy in the 13^th Five-year Plan period.

First,to practice the"Five Development Concepts"^[2],there must be a change of thinking on water governance and development.We must fully implement the guidelines on water conservancy in the new era and step up the shift from traditional to modern water conservancy by adjusting the development layout and methods of water resources,strive for a water conservancy development mechanism characterized by innovation,coordination,environment-friendliness,openness and sharing of development results.We must tackle such problems as water shortages,water disasters,water pollution and water ecological degradation.

Second,to build a moderately prosperous society in a comprehensive way,we must overcome weaknesses in water conservancy infrastructure.The overall strategy of regional development should be grasped,serving the three major development strategies of the Belt and Road Initiative,the coordinated development of Beijing,Tianjin and Hebei regions,and the Yangtze River Economic Zone,as well as the coordinated development of the eastern,central,western and northeastern regions.Centered on the new requirements of building a moderately prosperous society in a comprehensive way,we must promptly tackle the water conservancy problems directly related to people's livelihoods and overcome weaknesses in infrastructure,all in a bid to ensure water safety and water security.

Fourth,to push for the coordinated development between urban and rural areas,we must further enhance water support capacity.We must strive for the even distribution of urban and rural water conservancy infrastructure and the equality of basic public services.We must continue to strengthen the construction of farmland irrigation and drainage works,improve the efficiency and benefits of land and water resources utilization,and consolidate the foundation of modern agriculture.We must push for the development of a safety system for urban water supplies,flood control,drainage systems and ecological space systems,all in a bid to build a livable city of harmony between people and water resources.We must accelerate the water conservancy work in less developed areas to help them get rid of poverty as scheduled.

Fifth,to push for ecological progress,we must intensify our efforts in water resources conservation and protection.We must build a comprehensive pollution control and protection model by planning industrial production and city development based on water resources and reduce pollutant discharge in accordance with the carrying capacity of the river basin.We should vigorously carry out water ecological protection and restoration,in a bid to realize more efficient use of water resources and improve water environment.
