1 Strategic Cooperation with Financial Institutions

While soliciting fiscal allocation from the Central Government,the Ministry of Water Resources strengthened cooperation with financing institutions in order to serve the development needs of water projects construction.

On Jan.10,2015,Chen Lei,Minister of Water Resources and Liu Shiyu,President of the Agricultural Bank of China,jointly convened a meeting to share their experience of cooperation between water authorities and the agricultural banking system and discuss policies supporting water conservancy.31 water sectors at the provincial level and provincial branches of the Agricultural Bank of China were present.

On March 18,2015,Chen Lei and Hu Huaibang,President of the China Development Bank,convened a meeting on development-oriented finance and signed the Memorandum on Jointly Promoting Strategic Cooperation on Major Water Conservancy Projects Construction.

On July 24,2015,Chen Lei and Xie Xuezhi,President of the Agricultural Development Bank of China,convened a meeting to summarize local practices and experiences regarding special bridge loans and planning for the financing of major water conservancy projects that would benefit communities.During the meeting,the two sides signed a framework agreement to cooperate on water conservancy projects construction and set forward plannings to work with water sectors at the provincial level and branches of the Agricultural Development Bank.
