4 Preliminary Results in Water Sector Reform Efforts

The National Development and Reform Commission,the Ministry of Finance and the Ministry of Water Resources jointly issued the Guidelines on the Implementation of Encouraging and Guiding Social Capital to Participate in the Construction and Operation of Major Water Conservancy Projects.Through investment subsidies,financial discounts,pricing mechanisms and tax and fee concession policies,social capital was encouraged to participate in the construction and operation of major water conservancy projects through various forms.The first group of 12 national pilot projects was chosen,and the monitoring and supervision of them was strengthened.Reform was actively pushed on the water conservancy examination and approval system and the Implementation Plannings on Streamlining Preliminary Approval,Standardizing Intermediary Services and Practicing Online Parallel Approval by the Ministry of Water Resources was issued, requiring that the 7 existing preliminary approval items should be changed into pre-construction approval items,and carried out in parallel with project examination and approval.The Proposals on Streamlining and Integrating Water Conservancy Related Approval Items on Investment Projects by the Ministry of Water Resources was studied and formulated,categorizing the 7 existing water conservancy related preliminary approval items into 3 types:resource exploitation,utilization and management;flood control safety and engineering influence;and environmental protection and control.
