摘要：本报告在前期研究的基础上，继续运用基于创新、协调、绿色、开放、共享的新发展理念构建的京津冀协同发展指数评价指标体系跟踪评价京津冀协同发展的阶段效果。测算结果表明，2018年京津冀协同发展指数总体呈现上升趋势，指数值为162.9，较2005年提高了62.9个点，平均每年提高了4.8个点，其中2018年增幅明显，较上一年提高了8.0个点。总体来看，自2013年开始，京津冀协同发展指数上升趋势显著，2013—2018年的增幅明显相对较快，平均每年提高了6.1个点，较2005—2013年平均提高了2.1个点，反映出京津冀协同发展战略的实施有效推动了区域协同发展。

从京津冀创新发展、协调发展、绿色发展、开放发展和共享发展五大发展协同指数变化趋势看，绿色发展协同指数和协调发展协同指数增长较快，是推动京津冀协同发展指数增长的主要力量，共享发展协同指数和创新发展协同指数次之，而开放发展协同指数对京津冀协同发展指数拉动作用不强，且略有下降趋势。与上年相比，京津冀五大发展协同指数在2018年呈现“四升一降”趋势，其中创新发展、绿色发展、开放发展和共享发展四个指标呈上升的趋势，分别提高了3.9个点、17.1个点、4.9个点和15.1个点，而协调发展指标呈增长放缓趋势，约下降了0.9个点。

从京津冀三地发展指数的横向比较看，北京综合发展指数最高，天津次之，河北最低。2018年，京津冀三地综合发展指数值分别为67.4、65.1和43.2，其中，2013—2018年，京津冀三地综合发展指数值平均每年分别提高了0.6个点、1.2个点和2.8个点，较2005—2013年平均分别提高了0.4个点、0.3个点和2.6个点。自京津冀协同发展战略实施以来，京津冀三地综合发展指数值在2013年以后提高幅度相对较大，从2018年三地的综合发展指数值变化情况来看，京津冀三地仍延续上升趋势，指数值较上年分别增长0.2个点、1.7个点和3.6个点。

为了深入推进京津冀协同发展战略，本报告对河北雄安新区建设及京津冀协同发展若干重大问题进行深入专题研究，针对京津冀协同发展存在的问题，本报告建议采用如下措施加以应对：一是启动实施新一轮北京非首都功能疏解；二是提升北京城市副中心产业发展条件；三是探索政府主导、社会资本参与、市场化运作的雄安新区城市投融资模式；四是完善大气污染防治方式；五是积极探索产业转移协作的市场化实践模式；六是尽快完成“微中心”的顶层设计；七是建立“互联网+”公共服务共享平台。

Abstract：Based on the previous research，this report continues to use the Beijing-Tianjin-Hebei integrated development index system based on the new development concept of innovation，coordination，green，open and sharing to track and evaluate the stage effect of Beijing-Tianjin-Hebei integrated development.According to the calculation results，the Beijing-Tianjin-Hebei integrated development index showed an overall upward trend in 2018，with a value of 162.9 points，an increase of 62.9 points over 2005 and an average increase of 4.8 points per year.Among them，the growth rate in 2018 is obvious，which is 8.0 points higher than that of the previous year.In general，the Beijing-Tianjin-Hebei integrated development index has shown a significant upward trend since 2013，and the growth rate from 2013 to 2018 is relatively fast，with an average annual increase of 6.1 points and an average increase of 2.1 points compared with from 2005 to 2013，reflecting that the implementation of the integrated development strategy of the Beijing-Tianjin-Hebei region has effectively promoted the coordinated development of the region.

From the perspective of the trends of the five development indexes of innovative development，coordinated development，green development，open development and shared development in the Beijing-Tianjin-Hebei region，green development index and coordinated development index grew rapidly，and that is the major force to promote the growth of coordinated development index；shared development index and innovative development index followed，while the open development index did not play a strong role in promoting the Beijing-Tianjin-Hebeiintegrated development index，with a slight downward trend.Compared with the previous year，the five development indexes showed a trend of “four liters a drop” in 2018.Among them，the four indicators of innovative development，green development，open development and shared development showed an upward trend，increasing by 3.9 points，17.1 points，4.9 points and 15.1 points respectively，while the coordinated development index showed a downward trend，decreasing by 0.9 points.

From the horizontal comparison of the development indexes of Beijing-Tianjin-Hebei region，the comprehensive development index of Beijing is the highest，followed by Tianjin，and Hebei is the lowest.In 2018，Beijing，Tianjin and Tebei indexes values were 67.4，65.1 and 43.2，respectively.From 2013 to 2018，Beijing，Tianjin and Tebei index values increased by 0.6 points，1.2 points and 2.8 points per year on average.Compared with the average of 2005-2013，it increased by 0.4 points，0.3 points and 2.6 points.Since the implementation of the strategy of the coordinated development of Beijing-Tianjin-Hebei，Beijing，Tianjin and Hebei have improved by a relatively large margin since 2013，judging from the changes in the comprehensive development index values in 2018，Beijing，Tianjin and Hebei index values continue to rise，the index values increased by 0.2 points，1.7 points and 3.6 points over the previous year.

In order to further promote the coordinated development strategy of the Beijing-Tianjin-Hebei region，this report conducts an in-depth study on the construction of the Xiong'an new area and the coordinated development of the Beijing-Tianjin-Hebei region.To address the problems in the coordinated development of the Beijing-Tianjin-Hebei region，this report proposes the following measures：First，a new round of Beijing's non-capital functions will be launched；Second，improve the conditions for the development of sub-center industries in Beijing；Third，explore the mode of urban investment and financing in the Xiong'an new area，which is led by the government，involving social capital and operated by the market；Fourth，improve ways to prevent and control air pollution；Fifth，actively explore the market-oriented practice mode of industrial transfer cooperation；Sixth，finish the top-level design of “micro center” as soon as possible；Seventh，the establishment of the “Internet plus” public service sharing platform.
