8.5　Safety Requirement for Detecting the Underground Pipeline

8.5.1　Pipeline detecting operation contractor shall execute safety management，and the operators engaged in detecting shall know the safety protection guidelines of their jobs and ensure production safety.

8.5.2　The instrument/equipment，vehicle and machineries used for detecting operation shall meet the production safety requirements of petrochemical enterprises.

8.5.3　The pre-detecting safety shall meet the following requirements:

1　The detecting technical design documents prepared by detecting operation contractor shall include the content of safety assurance measure for detecting operation.

2　The detecting operation contractor shall inquire for site conditions，underground pipeline distribution condition，medium features and relevant safety management system from the client.

3　The client shall provide safety training for all the operators，who may only access operation site after passing examination.All the operators shall be provided with necessary PPE（Personal Protective Equipment）and safety equipment.

4　Excavation work permit shall be obtained for excavation work such as detecting and pipeline point check.

8.5.4　The detecting operation shall meet the following safety requirements:

1　The operation contractor shall strictly execute the safety assurance measures and safety guidelines for construction of petrochemical enterprises.

2　Detecting operators shall not bring tinder into plant site，and shall wear PPE as required.

3　The detecting operation shall pass through safety inspection and be under supervision by client.In case that the site operation jeopardizes the production safety of client，the operation shall be immediately stopped，and relevant authorities shall be reported，while emergency response measure（s）be taken.

4　For drainage piping or pipeline in plant/facility area，for investigation or deploying probe and electrode wire in the well，open fire is forbidden，and concentration detection of hazardous，toxic and inflammable gas shall be tested，and operation may only proceed after meeting safety standard or taking safety measures.

5　To make charging point on the pipeline of inflammable，explosive media，and use direct method or charging method for operation shall comply with the relevant safety guidelines of petrochemical enterprises.

6　The pipeline coating shall not be damaged in detecting operation and attribute data investigation.

7　Obvious warning signs shall be set up near the electrode in detecting operation area，and dedicated personnel shall be assigned for custody.All external shells of the electrical equipment for operation in well must be grounded.

8　For well opening operation，the well head must be in custody by dedicated personnel，or the fence and warning sign（s）shall be set up on operating site，warning lights shall be set up at night，the dedicated personnel shall not leave site.After completion of operation，the well must be immediately covered.

9　The instrument/equipment in detecting operation shall not impact the signal of control/telecom cable or optical cable.

10　Detecting method including drill-rod or detecting spade must not be used for electric power cable，control/telecom cable or optical cable，plastic pipe.
